Salvatore Milazzo (1989) is a research fellow in public law institutions at the Department of Political Science and International Relations of the University of Palermo. He obtained the qualification as second level professor in administrative law (2023), in the ASN 2021-2023 session.
He obtained a PhD in public law, in the doctoral course of Civil Economy, Governance, Institutions and History at L.U.M.S.A. (2020). He graduated with honors from the Law Department of L.U.M.S.A. (2013). He is an expert in the subject of institutions of public law and administrative law at the Department of Political Science and International Relations of the University of Palermo (since 2023).
He was legal advisor at the Ministry of Education, University and Research (2018-2019), as well as Head of the Secretariat of the Undersecretary at the same ministry (2019-2020). He was also Head of the Technical Secretariat (2020) and Head of the Secretariat of the Minister of Education (2020-2021); Legislative legal expert at the Presidency of the Council of Ministers – Mission structure for national anniversaries and the valorization of young generations (2021-2022). He is currently an Expert in the Technical-Scientific Council of Experts, Department of the Treasury, established at the Ministry of Economy and Finance.
He published a monograph entitled The Italian school as a service for the community. Quality of teaching, autonomy, polycentrism. (Milan, Franco Angeli, 2023). He is the author of book chapters and articles on the subject of public services, with particular reference to the education and training service, socio-health integration, cultural bodies, assistance and charities.
He is a member of the legal-legislative observatory of the Sicilian Episcopal Conference (since 2018).
