Chiara Lacava (1967) is permanent officer of the Presidency of the Council of Ministers, in charge at the Italian Competition Authority in quality of Head of the Human Resources and Facility Management Central Directorate (Human Resources Office and Procurement Office).
Professional experience acquired in the following State Offices: Civil Service Department, Ministry of Economy and Finance, Presidency of the Council of Ministers, Italian Competition Authority.
Participated in work groups and study commissions with reference to public contracts at national, community and international level, and reforms within the ambit of public offices.
Graduated in Law at Università degli Studi di Roma “La Sapienza”. PhD in Organization and Running of Public Offices.
From 1992 to 2005, collaborated in the educational, integrative and research activities of the university post in administrative law chaired by professor Sabino Cassese, and held lessons and seminars in Rules for drawing up contracts, within the ambit of the II Level Master in Organization and Running of Public Offices.
As of 2007, professor of Rules for drawing up contracts within the ambit of the II Level Master in Organization and Running of Public Offices at Università di Roma Tre.
As of 2008, editor of the Observation post on the Controller’s activity for data protection (in “Giornale di diritto amministrativo”). From 2005 to 2008, editor of the Observation post on the Competition Authority’s activity (in “Obbligazioni e Contratti”). Held seminars and trainings in several public bodies and offices.
Carries out researches and collaborates with several specialized magazines.
Has written on the following topics: public contracts, regulation, competition, transparency and administrative simplification, organization and reform of public offices, privatizations, data protection, environment.
