Law graduate cum laude, he won two yearly scholarships for specialization courses in Administrative Sciences, with particular reference to Economic Public Law, under the direction of Professor Sabino Cassese.
Subsequently, he obtained the title of Doctor of Philosophy in Administrative Law and Organization and Functioning of the Public Administration at the Università degli Studi Roma “La Sapienza”, and the postgraduate specialization diploma in European Public Law at the Academy of European Public Law of the Kapodistrian University of Athens, with in-depth examination of the subject of competition and state aid.
He taught a course in Business Administration Discipline at the Faculty of Economics, Università degli Studi della Tuscia, and he was a freelance professor of Media Law at the Faculty of Political Science, Università degli Studi della Tuscia, in the years 2005-2010.
He teaches a Master’s degree course in Administrative Law and Administrative Sciences at the Università degli Studi di “Roma Tre”.
He held managerial (and executive) roles at the Presidency of the Council of Ministers and was a member of the Advisory Team for public service regulation, as well as of the Technical Secretariat of the National Management Committee for the economic programming, both operating in the Presidency, in support of the activity of the Inter-ministerial Committee for economic programming. In this framework, he participated in preparatory technical meetings of the Council of Ministers and in the activities of the Permanent Conferences for the relations between the State and local autonomous bodies.
In December 2010, he undertook a managerial role at Cassa Depositi e Prestiti SpA, in the framework of the new mission aiming at revitalizing infrastructure.
