The sector of administrative controls has been a work in progress for several years now. Currently, it is undergoing major changes because of recent legislative action on both internal and external controls. The article examines some of these legislative changes and attempts to ascertain whether these changes respond to a coherent vision or are, instead, the result of poorly informed legislative choices regarding the functions of controls and the methods for their reform.
