In an attempt to better untangle the «organized Babylon» of administrative controls, this article brings together the voices of two experienced Judges of the Court of Auditors Roberto Benedetti, current president of the Regional Control Division for Lazio of the Court of Auditors, and Gaetano D’Auria, former Division President of the Court of Auditors. This dual interview seeks to cover all of the most prominent aspects of the vast subject of administrative controls: the Court of Auditors and the unfinished transition from pre-emptive controls of legality to subsequent controls on the results of public management; the issue of the absence of non-legal technical expertise among Judges of the Court of Auditors; the institutional relationship between the Court of Auditors, on one hand, and Parliament and the Government, on the other; the coordination and complementarity between the external controls exercised by the Court of Auditors and the internal controls exercised by the national General Accounting Department of the Ministry of Economy and Finance; the contingencies related to the implementation of the Nationanl Recovery and Resilience Plan and the discussed abolition of the so-called concurrent control; and the delicate balance between control and judicial functions that the Court of Auditors is called upon to exercise.
