The article describes the ideas and action of Filippo Turati for the organization of trade unions in the public administration. It examines the conflict in Parliament about the legal status of public employees from the draft of the «Zanardelli law» of 1903 to the «Giolitti-Orlando law» of 1908. It also describes public employment after the World War I, during fascism and after the World War II. It analyzes the trade unions in the public administration at the end of the twentieth century.
